Pavers are sold by appearance and fail by foundation. The visible stone is a small part of what determines whether the surface is still flat in ten years. Underneath it sits an excavated and compacted aggregate base, and the depth and compaction of that base is what carries the load. Two bids using the same paver can differ by half because one excavated to a proper depth in compacted lifts and the other scraped off four inches of dirt and screeded sand over it.
The common industry starting points are roughly four to six inches of compacted aggregate under a pedestrian patio or walkway, and eight to twelve inches under a driveway that carries vehicles. Expansive clay soil, which is widespread across the San Gabriel Valley, usually pushes those numbers to the deeper end and sometimes beyond. Ask for the excavation depth and base depth as written numbers in the proposal. If the bid does not state them, you have no way to tell what you are comparing.
Base material has to be placed and compacted in layers, commonly three to four inches at a time, because a plate compactor cannot densify a twelve-inch pile in one pass. It is the least visible corner to cut and the most expensive to discover later, since the surface looks perfect on handover and then develops ruts and dips through the first two rainy seasons. Ask how many lifts, what equipment, and whether the base is moisture-conditioned during compaction, which is what actually lets clay-adjacent material lock up.
Expansive clay swells when it takes on water and shrinks when it dries, and it does this seasonally. A hardscape surface sitting on clay that is allowed to get wet and dry unevenly will heave in patches. The countermeasures are ordinary: a properly deep base that spreads the load, geotextile fabric between soil and aggregate so the two do not migrate into each other, and above all a drainage plan that moves water away rather than letting it pond under the edge of the paving.
This is the question that separates a considered bid from a cheap one, and it matters more the closer the work sits to the house. Paving should slope away from the foundation, commonly around a quarter inch of fall per foot, and the water it sheds has to arrive somewhere deliberate: a channel drain, a catch basin, a dry well, or a graded route to the street. A patio that drains toward the house has not solved a problem, it has built one. Ask to see the fall direction and the discharge point marked on the plan.
Pavers are not bonded to each other. Without a rigid edge holding the perimeter, the field slowly creeps outward under traffic, joints open, sand washes out and weeds arrive. Edge restraint can be a concrete haunch, a manufactured plastic or steel edging spiked into the base, or a soldier course set in mortar. Any of them can be right. None of them being present is wrong, and it is easy to check on a finished job by looking at whether the outermost row has begun to fan apart.
Work entirely inside your property line is usually straightforward. The moment a driveway project touches the apron, the sidewalk or the curb cut, you are working in the public right of way and the city will want an encroachment permit and an inspection. Stormwater rules can also apply once you add or replace a significant area of impermeable surface, which is one practical reason permeable pavers come up in these conversations. Establish in writing who pulls the permit, you or the contractor, before work starts.
Most residential paver work in this area is sand-set: pavers bedded on a thin sand layer over compacted base, with joints filled afterward. Mortar-set over a concrete slab is a different and more expensive system, and it cracks where the slab cracks. For joints, polymeric sand binds when wetted and resists washout and weeds better than plain sand, but it has to be installed to the instructions, swept clean off the surface and watered correctly, or it hazes the stone and locks the haze in place.
