Most of the money in a Van Nuys floor project is decided before anyone touches a sander. Here is how to work out which job you actually have, and get comparable quotes from independent flooring specialists.

Solid strip oak can normally take several sandings across its life, but each one removes material and nobody knows how many the floor has already had. The usual check is to lift a floor vent or a threshold and look at the board's edge: what matters is the distance from the surface down to the top of the tongue. Once the sander reaches that point the tongue is exposed and the board starts to break up. Any contractor who quotes a sand and finish without looking at a cut edge somewhere is guessing.
Engineered board is a thin layer of real wood over plywood, and the only number that matters is the thickness of that top layer. A thick wear layer can usually be sanded once, sometimes twice. A thin one cannot be sanded at all, and attempting it destroys the floor. If you do not know what you have, the same vent-and-threshold inspection answers it, because the plywood core is obvious from the edge.
A lot of Van Nuys houses from the post-war building wave have oak strip flooring under carpet that was laid decades later. It is frequently in better shape than the exposed flooring elsewhere in the house, because the carpet protected it. The two things to look for before you get excited are tack-strip nail holes around the perimeter, which are normal and disappear under baseboard or shoe moulding, and staple holes across the field from a carpet pad, which do not. Pull a corner up and look before you plan the job.
Sanding is dusty, loud and disruptive even with a vacuum-assisted machine, and the finish then needs time before furniture goes back. Expect the room to be unusable for several days and the house to smell for longer if an oil-based finish is used. Plan where you will live during it, and get the drying and recoat schedule in writing rather than as a verbal reassurance. Rushing furniture back onto a finish that has not cured is the single most common way a good refinish gets ruined.
Replacement usually wins when the wear layer is gone, when boards are cupped from a past water leak, when there is termite or dry-rot damage in the subfloor, or when you want a different floor height to fix thresholds between rooms. It also wins when the existing floor is patched with mismatched species, because sanding will make that mismatch more obvious rather than less. A contractor who tells you a badly cupped floor will flatten out with sanding should be able to explain why the moisture problem that cupped it has been fixed.
Two flooring quotes for the same room routinely differ because one includes things the other leaves out. The usual omissions are furniture moving, removing and resetting baseboard or adding shoe moulding, subfloor repair, disposal of the old floor, transitions at doorways, and stairs. Ask each contractor to price those explicitly, then compare.
